### 2.4 Federal vs State coordination

Nigeria has a bifurcated tax administration:

- Federal (FIRS): CIT, TET, VAT, WHT on companies, CGT on companies, Stamp Duties on certain instruments, Petroleum Profits Tax (out of scope), Development Levy (NTA 2025).
- State (SIRS): PIT including PAYE remittance, CGT on individuals, business premises levy, development levies (state), road tax, withholding tax on individuals (5% of contract payments to individuals).

The capstone produces separate filing packs for federal and state. A single individual sole proprietor may have BOTH a federal VAT obligation (FIRS) AND a PIT obligation (State IRS). The assembly cross-references both.
