Guides an AI agent through a complete Paraguay IVA compliance cycle: client intake and RUC verification, rate classification and libro review, Formulario 120 preparation via Marangatú, withholding reconciliation, and SIFEN/timbrado document validation. Covers standard 10% and reduced 5% rates, blocked inputs, reverse charge on imported services, and the RESIMPLE exclusion.
Gather the client's RUC, confirm their tax regime (IRE General, IRE Simple, or RESIMPLE), identify the filing period, and determine the sector (general commerce, agriculture, maquila, financial services). RESIMPLE taxpayers do not file Formulario 120 and must be redirected immediately. Confirm whether the client is already enrolled in SIFEN or still using paper timbrado.
Review the client's Libro de Compras (purchases) and Libro de Ventas (sales) for the period. Verify that every entry carries a valid fiscal document — either a SIFEN Documento Electrónico (with CDC) or a paper factura with a non-expired timbrado. Flag and exclude any blocked input categories (passenger vehicles, entertainment, personal use) and any purchases without a valid comprobante. Tally gross amounts by rate: 10%, 5%, 0% (exports), and exempt.
Classify every transaction line by the correct IVA rate (10% standard, 5% reduced, 0% export, or exempt) using the rate structure in Ley 125/91 Article 91 as amended by Ley 6380/2019. Handle special cases: reverse charge on imported services (self-assess at 10%), agricultural first-sale at 5%, and digital services from non-residents. If the client makes both taxable and exempt supplies, calculate the partial-exemption recovery percentage (taxable sales ÷ total sales) and flag for accountant review.
Identify whether any withholding agents (government entities, designated large taxpayers, exporters buying locally) withheld IVA at 30% from payments made to the client during the period. Collect Constancias de Retención and reconcile the total retained against the IVA debito. Also check whether the client itself acted as a withholding agent — e.g., purchasing from occasional taxpayers (100% withholding) or from unregistered agricultural producers via autofactura.
Enter the reconciled totals into Formulario 120 via the Marangatú portal. Complete Lines 1–18: ventas gravadas at 10% and 5% (output IVA), exports, exempt sales, purchases and importaciones (input IVA), adjustments, retenciones, and the prior-period credit balance (saldo a favor anterior). Determine the filing due date based on the last digit of the RUC. Submit via Marangatú and retain the confirmation receipt. If a credit balance results, document for carry-forward.
