Do I need to register for VAT in another EU country?

Answer four questions and see whose VAT you charge, whether you must register abroad, and whether OSS or IOSS applies. Built on the same rules our AI skills (tax rules your AI follows) use, with the official source behind every figure. An estimate from the rules, not advice on your situation.

How the check works

  • Business customers account for the VAT themselves; you rarely register abroad for them.
  • Stock in another EU country always means a local registration there.
  • Non-EU sellers have no threshold: destination VAT from the first sale, via OSS or IOSS.
  • EU sellers test their cross-border consumer sales against EUR 10,000, this year and last.

Common questions

What is the EUR 10,000 EU VAT threshold?

An EU-established seller that makes no more than EUR 10,000 of cross-border sales of goods and digital services to consumers in other member states, in the current and the previous calendar year, charges its home country's VAT. Above that, each sale is taxed in the customer's country (Article 59c of the VAT Directive).

What is OSS?

The One Stop Shop lets a seller report VAT due in every other EU country through one quarterly return in one member state, instead of registering in each country. Non-EU sellers of digital services use the non-Union scheme; goods shipped from outside the EU in consignments up to EUR 150 use the Import One Stop Shop (IOSS).

Do I need to register for VAT if I only sell to businesses in other EU countries?

Usually not. A VAT-registered business customer accounts for the VAT itself (reverse charge for services, intra-EU acquisition for goods). You validate their VAT number in VIES and report the sales on your EC Sales List.

Does holding stock in another EU country change anything?

Yes. Domestic sales from stock held in another member state, including marketplace warehouses, need a local VAT registration there. OSS cannot report them.
