Deterministic withholding order
1. Start with gross salary (bruto plaća). 2. Subtract the 20% employee pension contribution (computed on the relieved base — see Section 3). The PwC sample states: gross salary minus 20% employee pension = income. 3. Subtract the monthly personal allowance (osobni odbitak) — basic EUR 600 plus any declared dependent/child allowances. 4. The result is the monthly tax base (porezna osnovica). 5. Apply the JLS lower rate to the portion of the base up to EUR 5,000, and the higher rate to any portion above EUR 5,000. 6. The sum is the withheld income tax for the month. Each child allowance equals its statutory coefficient × the EUR 600 basic personal allowance.
