The legal monthly minimum wage (salario mínimo) has been frozen at VES 130 since 15 March 2022 (PwC; CloudPay). Almost all social-security and payroll contributions are legally computed on the salary base, which in practice is tiny. Real worker compensation is delivered through non-salary bonuses — the Bono contra la Guerra Económica ("Bono de Guerra") and the Cestaticket Socialista — which the government explicitly classifies as non-salary so they are EXCLUDED from the contribution base. As of 30 April 2025 the indexed minimum income totalled ~US$160/month (Cestaticket ~$40 + Bono de Guerra ~$120, paid in VES at the BCV rate), while the underlying VES 130 minimum wage is worth only ~US$2.50.
You MUST account for the salary vs. non-salary distinction. Mechanically applying rates to "total pay" will be wrong. See Section 5, Rule 1.
