Svalbard: individual income and wealth tax in 2026

Calculate ordinary individual income and wealth tax on Svalbard for 2026. Distinguishes gross salary withholding, separately assessed sole-trader profit and ordinary investment, rental and capital-gain income. Covers residents, qualifying nonresidents, the conditional newcomer restriction, deductions and losses, the shared twelve-basic-amount band, personal capital-income allowance and ordinary net-wealth computation. Explains return and advance-payment obligations, penalties and mainland or foreign source allocation, with two independently reproducible examples. Use for Svalbard personal tax, sole proprietor, investment income, share gains, rental income and wealth tax. Jan Mayen and specialist regimes are outside scope. This source-cited draft requires professional review before a filing position is taken.

Who this applies to

Apply Svalbard Act §§2-1–2-2 first. Permanent residence gives worldwide income/wealth liability subject to statutory exclusions. A stay of at least 12 months is residence from its beginning. A qualifying newcomer with no Norwegian/Svalbard residence in the preceding 10 years has liability restricted to §2-2 for the first five years, subject to the tax office's statutory power to set that restriction aside. Use the residence guide for the precise conditions and departure test.

A nonresident's local employment or sole-trader income is taxable where the continuous stay reaches 30 days; local property income and wealth have a separate source rule without that duration condition. This guide covers Svalbard, not Jan Mayen. Companies use the company guide; payroll withholding and insurance are separate guides.

The combined wealth rates add state 0.65%/0.75% to maximum municipal 0.35%. Spouses are separate taxpayers on Svalbard under Act §3-2; do not automatically double one spouse's allowance. The payroll G is the last fixed G, not annual-average G.

The base

Maintain three income buckets and a wealth schedule.

  1. Salary, pensions and listed benefits: gross value under Act §3-1, without employment deductions. Include taxable noncash benefits and holiday pay. Use the payroll guide for valuation, withholding and the youth refund; social contributions are additional and depend on membership/class.
  2. Sole-trader profit: determine net ordinary business income using Income Tax Act revenue, deductible operating costs, tax depreciation and accrual timing, subject to the Svalbard exclusions (Act §3-2). Do not calculate mainland personal income or apply a 16% company rate. Financial-institution/bond-debt interest is deducted within business profit only to the extent debt does not exceed the statutory value of business assets (§3-2(4)(a), referencing §12-12(2) except (c)). Carry sole-trader losses only against later sole-trader income; at cessation an uncovered loss can offset ordinary income with the 0.5 factor (§3-2(4)(c)). Combine positive taxable sole-trader income with §3-1 income for one 12 G band. The NOK 20,000 capital-income deduction does not reduce this business bucket.
  3. Other ordinary income: taxable bank interest, dividends, share gains, taxable net rental profit and other capital income under Act §3-2 and Income Tax Act chs.5–10. Subtract associated allowable costs, deductible interest and allowable realised losses. Gains use proceeds less tax basis and allowable disposal costs. Taxable dividends/share gains are not multiplied by the mainland uplift factor, and the mainland shareholder shielding allowance under §10-12 is excluded. Apply the personal NOK 20,000 deduction to the combined net §3(c) income, once, and charge 16% on the remaining positive base. It does not reduce salary or wealth.

For rent, distinguish deductible repairs from capital improvements. Income Tax Act §§7-1–7-2 govern own-home exemptions; ordinary long letting, meaning a lease lasting at least 30 continuous days, is exempt where the owner uses at least half by rental value. This exemption does not apply to multi-unit properties, letting cabins or own-home letting treated as a business under §7-2(3). If more than half is let, the statutory NOK 20,000 rental-receipts limit governs that exemption; exceeding it brings the rental income into ordinary assessment, subject to the applicable cost rules. Do not confuse this rental condition with the separate Svalbard capital-income allowance. Short lettings have their own §7-2(2) computation and are outside this ordinary long-letting example. Property disposals require the exemption conditions in Income Tax Act §9-3; otherwise compute gain/loss under ch.9.

General ordinary losses follow Income Tax Act §§6-2, 6-3 and 14-6, subject to the Svalbard exclusions. Do not offset a capital loss or interest deduction against the gross salary-tax base, or silently transfer a loss between Svalbard and mainland schedules.

Wealth: start with assets having economic value at 1 January 2027 for tax year 2026, deduct allowable debt, and apply each statutory valuation rule before the wealth bands (Income Tax Act §4-1). Bank deposits/claims use §4-15; listed shares use 80% under §4-12; domestic unlisted shares generally use 80% of proportionate company tax wealth at 1 January 2026, subject to §4-13 timing exceptions. Allocate/reduce debt attached to discounted assets under §4-19, and debt/rent attributable to exempt foreign property under §§4-31 and 6-91. A nonresident's property debt/interest must meet Act §2-2(3)'s acquisition link.

Svalbard Act §3-2 excludes the automatic mainland housing values in §4-10(2) first sentence and (3) first sentence. Do not copy a mainland primary-home percentage onto a Svalbard property. Establish its accepted tax value and any documented cap under the remaining §4-10 provisions. The authority’s 2026 advance-assessment statement, “Fritidseiendom” carries existing holiday-home values nominally from 2024 to 2026 and expressly includes Svalbard property; it states the documented 30% market-value cap. This confirms the advance-assessment treatment, not a new mainland housing model. Final 2026 assessment directions for Svalbard residential property have not been verified in this pack; that part of wealth coverage remains partial.

Deadlines and filing

A resident reports taxable wealth, ordinary income and deductions in the Svalbard tax return. Salary/pension taxed by final Svalbard withholding is handled through payroll reporting and is not entered again as ordinary assessed income. Reconcile it separately, including the shared band where relevant. Check all prefilled information. The non-delivery arrangement applies only where a prefilled return is correct and complete; salary withholding does not excuse omitted capital income. A temporary worker with only final salary withholding is distinct from a taxpayer with assessed business or property income (Administration Act §8-2; current Skatte-ABC S-23-10).

The ordinary return deadline is 30 April in the following year, or 31 May for a sole proprietor. Thus 2026 income is reported in 2027; apply any weekend/holiday extension and an approved filing extension (regulation §§8-2-3, 8-2-5). Business returns are electronic, with the business specification. Allocate mainland/Svalbard business results in “Fordelt beregnet næringsinntekt” and attach the income/cost reconciliation (business guidance). Obtain the Norwegian identity number and tax-office access needed to report; identify a missing return with Skatteetaten instead of treating it as exemption.

Under Svalbard Act §5-1 and Payment Act §10-20, individual advance tax has four equal instalments on 15 March, 15 June, 15 September and 15 December of the income year. Below NOK 2,000, it is ordinarily payable on 15 June; an assessment sent late has the statutory minimum three-week notice period. Request revised advance tax when untaxed income changes. Residual tax is due three weeks after the assessment is sent, no earlier than 20 August; if at least NOK 1,000, pay two equal instalments, the second five weeks after the first (§10-21). Weekend/holiday payment dates move to the next working day (§10-2).

Penalties and interest

Under Svalbard Act §4-1, the Tax Administration Act applies. Missing mandatory information can trigger a daily coercive fine, ordinarily 0.5 court-fee units per day, capped at 50 units for the ordinary information failure (Administration Act §14-1; regulation §14-1-1). The authority's notice sets the start date; this is not an automatic charge on every late return.

Incorrect or incomplete information producing a tax advantage attracts 20% additional tax, reduced to 10% for the specified third-party-reported information. Intentional or grossly negligent failures can attract a further 20% or 40%. Excusable circumstances, qualifying voluntary correction and other statutory exceptions must be tested (Administration Act §§14-3 to 14-6). These percentages apply to the tax advantage, not turnover.

Unpaid tax bears interest from the due date under Payment Act §§11-1 and 11-6. The authority's 2026 interest table gives 12% a year for 1 January–30 June 2026 and 12.25% for 1 July–31 December 2026. Split arrears at the change date. A payment falling due in 2027 needs the rate then in force; do not extrapolate 2026 rates.

Cross-border points

Residents' foreign/mainland employment and business income are excluded only on proof of the conditions in Act §2-1; property outside Svalbard has its own exclusion. Foreign-payer income is not automatically foreign-source income. The mainland exemption for income/wealth taxed to Svalbard is Income Tax Act §2-35(2)(c). Use the residence/cross-border guide for foreign credit limits and exit matters. Norway's income-tax treaties do not cover Svalbard (current authority S-23-1.5).

Two worked examples that recompute

Salary and sole-trader income share one band. An adult has NOK 1.2 million gross salary and NOK 700,000 sole-trader receipts less NOK 200,000 valid costs and NOK 100,000 valid carried business loss. Positive business income is NOK 400,000, total band income NOK 1.6 million, all at 8%: NOK 128,000. This example excludes insurance and other income.

Capital income and wealth above the upper band. A fully liable resident has NOK 120,000 interest, NOK 80,000 taxable share gain, NOK 30,000 deductible interest and no other ordinary income. After NOK 20,000 deduction, taxable capital income is NOK 150,000, tax NOK 24,000. Assume separately verified net taxable wealth of NOK 23 million after valuation/debt rules. Wealth tax is NOK 196,000 on the first taxable band plus NOK 16,500 on the upper slice, total NOK 212,500. Combined capital/wealth tax is NOK 236,500, excluding payroll and insurance.

The current Skatte-ABC contains stale year labels in some rate paragraphs and numbering inconsistencies. The enacted 2026 decision and consolidated statute control all figures here.

Not yet confirmed: Final 2026 Svalbard residential-property assessment directions/values. Do not use a mainland default. Specialist regimes and short-term accommodation are excluded in the README.
