Svalbard: foreign project-group payroll settlement in 2026

Check and calculate a simplified collective salary-tax settlement for foreign research and project groups on Svalbard in 2026. Applies the tax office consent requirement, location outside Longyearbyen, maximum total project duration and exclusion where employees owe Norwegian insurance contributions. Separates the collective settlement from ordinary individual payroll and the historical Barentsburg arrangement. Covers aggregate salary, reporting instructions in the consent, default a-melding fields, feedback, correction and statutory payment timing. Includes a qualifying calculation and an insurance-liability decision case. Use for forenklet fellesoppgjør, foreign research teams and project salary settlements. Identifies the consent application details and case-specific settlement instructions that must be obtained before using the arrangement.

Who this applies to

Use this job for research groups and other project groups with a foreign employer seeking the Svalbard tax office's permission for a collective settlement of employees' salary tax. The group must stay outside Longyearbyen, the project's total duration must not exceed six months, and permission cannot be given when employees must pay Norwegian national insurance contributions on the income. Permission is discretionary, not a self-selected payroll election (Svalbard Tax Act §4-2(a); Svalbard tax regulation §7).

Establish the underlying Svalbard salary-tax position using ordinary payroll and residence. Act §2-2 ordinarily requires at least 30 continuous days for a temporary worker. Do not treat a foreign employer, a short expedition or a consent request as proof of tax exemption or liability. The examples below assume salary already taxable to Svalbard; they do not settle the treatment of a shorter stay.

This is not the historical collective-settlement arrangement governed by Act §6-3. That section expressly excludes settlements under §4-2(a). Do not substitute a Barentsburg decision or its transition rules for a project group's actual permission.

Ordinary individual payroll rates, annual bands, benefits and insurance classes belong to the payroll and social-contributions Guides. The collective rate is a distinct rule in regulation §7; it does not establish insurance exemption.

The base

Calculate the permitted settlement as aggregate employees' salary for the settlement period × the collective rate. Regulation §7 says “samlet lønn til ansatte i avregningsperioden”. Reconcile the employees and period to the actual consent and payroll records. Do not deduct research expenditure, travel costs or a company loss from that aggregate merely because the project spent the money. For taxable noncash pay, classification and valuation belong to the ordinary payroll Guide; the consent and underlying records must establish what is included.

Check insurance before computing collective tax. A person who already belongs to the Norwegian insurance scheme keeps membership on moving or staying on Svalbard; a nonmember taking work with a Norwegian employer operating there becomes a member under National Insurance Act §2-3. A foreign employer alone therefore does not prove that every worker is outside the scheme. Use actual membership and coordination evidence under the social-contributions Guide. Do not invent a right to remove an insured person from the group and elect collective treatment for the remainder without permission covering that arrangement.

Deadlines and filing

  1. Build the permission file. Identify the foreign employer, project, total start/end dates, accommodation and work locations, employees, salary periods and insurance evidence. These are a recommended evidence list derived from §7's conditions, not purported numbered fields from an official application form.
  2. Obtain the tax office's actual consent. Skatteetaten's contact page offers “Skriv til oss” with login and says written contact cannot be sent by email. Request instructions for a §7 consent and retain the resulting decision, covered people, settlement period and reporting directions. No dedicated public consent form, mandatory application box or processing time was verified. Do not record a request or login receipt as approval.
  3. Follow the reporting decision. Regulation §7 requires reporting under the A-reporting Act unless the tax office determines otherwise. A collective tax calculation is not by itself a waiver of individual information. If the consent gives a different reporting route, use its actual instructions and keep them; do not fabricate a collective-return number.
  4. If ordinary a-melding reporting applies, use the employer's payroll reporting channel. The public direct a-melding service is for employers without payroll software, permits one report per subunit and excludes public agencies. Check delegated access before payroll; the page announces a change away from old Altinn roles from 17 November 2026. Its public guidance names the access packages and the additional NUF contact-person route. Authenticated project-specific screens were not inspected.
  5. Populate the correct Svalbard fields. The authority's F513-2 guidance requires taxable Svalbard income to carry “skatte- og avgiftsregel Svalbard”, with the associated withholding described as “Svalbard”. An unlabelled withholding amount is not an interchangeable mainland entry. Match employer/subunit and employee identifiers, pay descriptions, amounts, work relationship and payment dates to the actual report and consent.
  6. Submit, read feedback and correct. Save the submitted report and feedback; the direct-service guidance says the feedback identifies errors and supplies account and KID payment information. Its latest report replaces that month's earlier direct report for the same subunit, but does not replace reports sent from payroll software or old Altinn A01. Correct through the appropriate originating route. F513-2 permits a replacement report or reversal of the wrong entry followed by the correct entry for the affected month.
  7. Pay and reconcile. Apply Payment Act §§10-10 and 10-11, imported by Svalbard Act §5-1. Do not wait for the monthly report before paying withheld salary tax. The verified §7 reporting discretion does not itself grant a payment extension. Use the actual Svalbard payment reference/account instructions and reconcile the bank receipt to the payroll and consent. The payment guidance provides a separate “Skatteinnkreving Svalbard” bank section and explains obtaining account/KID information before reporting. Do not use an adjacent mainland collection account by accident.

The ordinary reporting deadline and weekend rule appear in the table. A-reporting regulation §2-1 also defers the first report to the 15th of the following month for information providers within Tax Administration Act §7-6 where assignment work begins after the 20th. It permits annual delivery by 15 January only where those providers' employees have an actual withholding exemption under Payment Act §5-3, with information still given for each month. Do not infer either exception from foreign status or collective consent; Svalbard Act §5-2 expressly excludes Payment Act chapter 5 for Svalbard salary withholding. Establish any applicable exception and legal basis in the actual case, or retain the ordinary monthly reporting timetable. Report cessation as required by Svalbard Act §5-2.

Penalties and interest

There is no verified special §7 penalty tariff. Default a-melding reporting remains subject to A-reporting Act §§10–11 and regulation §§4-1–4-4: missing information can produce a coercive fine; late information can produce a separate administrative fee. Use the existing payroll Guide for their sourced rates, caps and non-overlap rules rather than inventing a project-group charge.

Unpaid tax accrues interest from its due date until payment under Payment Act §11-1; §11-6 governs the rate and changes. Use the payroll Guide's current-period rate sources. An application does not suspend collection. If ordinary withholding was too low, Svalbard Act §5-2 requires the employer to pay the difference and provides recovery rules; excessive withholding is repaid to the employee. Correct the affected reporting as well as cash.

Cross-border points

Foreign employment is an eligibility condition, not a treaty exemption, residence ruling or insurance decision. Keep those questions separate and use the residence/social Guides. §7 supplies no general exemption for salaries paid abroad, no employer-profit exemption and no permission to import the mainland PAYE scheme. Corporate project liability remains a separate job under Svalbard Act §2-4.

Two worked examples that recompute

Permitted four-month project. A foreign-employer research team stays outside Longyearbyen for its entire four-month project. Every worker's salary is established as taxable to Svalbard and nobody owes Norwegian insurance contributions on it. The actual consent covers the team and settlement period. The reconciled aggregate salary is NOK 300,000: collective tax is NOK 24,000. The assumptions exclude benefits, departures with unpaid accruals and youth-refund questions.

Decision: one insured worker prevents using this group shortcut. The same location and duration conditions hold, but two adult workers each earn NOK 200,000 in taxable cash salary and one is liable for ordinary middle-rate Norwegian insurance on this income. Assume no other income, benefits or reliefs and that ordinary payroll's low income-tax band covers each employee. §7 prohibits consent on these facts. A proposed collective calculation gives NOK 32,000 and omits NOK 15,200 insurance. Correct ordinary payroll gives NOK 16,000 income tax for each worker plus NOK 15,200 insurance for the insured worker, totalling NOK 47,200. The rates for this ordinary comparator are owned by the payroll Guide and enacted in 2026 tax decision §3(a) and contribution decision §7. Obtain individual membership evidence; the example does not assume foreign nationality means nonmembership.
